Tenable homes LLC, Trailer Park Covenants
The rules and regulations attached are incorporated into Tenable Homes LLC Manufacture homes park
lease with the same force and effect. Please read and keep for your reference.
All terms and conditions of the Parks written Lease agreement are specifically incorporated herein and
Residents, whether they have accepted or declined to sign the written lease, must comply with such terms
and conditions as well as with these covenants. Residents agree that they, as well as other occupants
residing in their home and all their guests, will abide by the Parks covenants and all Federal, State, County,
and City/Township/Village laws and ordinances. Failure to comply with these covenants or other laws may
result in the termination of tenancy as provided by law.
1. RENT: Rent is due on the 1st. Late charge is $10/day after the 7th of the month.
2. HOME SET-UP: Homes must be placed on the manufactured home pad as directed by the
Management Company or designee. Installation and set-up of the manufactured home shall be the
responsibility of the Lessee who shall be responsible for precautions against site damage and
anchoring. Manufactured homes coming into the park must have hitches removed, wheels and axles
must remain with the home and be stored underneath the manufactured home. All manufactured
homes must have separate water shut off valves installed above ground or inside manufactured homes
for easy access. Manufactured homes with electric hot water heaters must have check valve installed
by water heater. All manufactured homes approved for the park must have vinyl skirting kit installed
within 15 days of placement of home on lot.
3. UTILITIES: Any utility hook-ups must be approved by park management. A licensed electrician must be
used for the electrical hook-up to park property. A licensed heat contractor must do all gas hook-ups
and conversions. Before any digging is done on a lot, Digger’s Hotline should be contacted. Lessee
must make sure all utility lines are properly buried. The use of oil heat and LP gas heat is not permitted
in the park. LP gas cylinders for heat or oil barrels of any kind are not permitted in the park. Storage of
wood or the use of wood heat is not permitted in the park.
4. SEWER: The Lessee shall be responsible for keeping his/her sewer system unclogged. If Lessee
refuses to unclog his/her sewer, park management will do so and charge accordingly.
5. PARK WATER SHUT-OFF: Lessee must always contact the Management Company for connecting or
disconnecting from the park water line. The Management Company are the only people allowed to
touch the park water shut-off under each home.
6. GARBAGE COLLECTION: There will be a minimum of 2 locations for garbage/recycling. Each location
is for the sole use of tenants at The Cove.
7. ANNUAL INSPECTIONS: Management Company reserves the right to annual inspections of Lessee’s
lot and exterior of home, garage and shed. Lessee will be required to comply with the inspection. All
house colors must be approved by park office.
8. SITE UP-KEEP: Lessees are responsible for lawn care and those portions of common areas including
walkways and parking strips that are within the extensions of the lot lines to roadways or other
boundaries. Lessees are responsible for snow removal on their driveway site. Patio blocks must be
placed on lots where there are no poured sidewalks by Lessee.
(a) Trees, shrubs, and flowers may be planted after receiving prior consent of the Lessor and
Lessee agrees that they become a part of the real estate and remain on the lot at the
termination of the lease. Tree removal or tree trimming is not permitted without written
permission from the Management Company.
(b) Clotheslines must be placed in the side yard or backyard, depending upon which way the
home is placed on the site. Clotheslines are never permitted to be strung in trees or between
buildings.
(c) Children’s wading pools are the only type of swimming pools allowed in the park. Swing sets,
climbers and sandboxes must be placed in backyard. The only type of sandboxes permitted
are hard plastic with bottoms and lids. Placement of sandboxes cannot destroy any part of the
manufactured home lot.
(d) Shrubbery maintenance is the responsibility of the Lessee. Trimming is to be done as deemed
necessary by the Management Company, typically in September. Large shrubs are to be no
taller than 4 feet at any time and all should be well maintained. The Management Company
reserves the right to remove plants if deemed necessary due to growth or condition.
(e) Please water newly installed plants and trees to make sure they are receiving adequate
hydration. New plants and trees (less than 3 years old) need to be watered at least once per
week during the summer months. If a new tree dies it is almost always due to lack of water. If
this happens the homeowner is responsible for the cost of replacement. In addition, it is
important to water your lawn regularly early in the morning (concluded by 7am) in order to
keep your lawn healthy.
9. CLEAN-UP: There is no outside storage of building materials, sawhorses, concrete blocks, sandbags,
tarps, appliances, furniture, car parts, used oil, batteries, tires, barrels, leaves, bags of leaves, loose or
bagged tin or aluminum cans and unused junk. Lessees having anything stored under decks or steps
should have items removed immediately. Lessees should put up a storage shed to store all unused
items. There shall be no storage of flammable material or equipment such as lawn mowers,
snowblowers; but not limited to near or under a manufactured home or its attachments (deck, porch,
steps, etc.) Any equipment which uses flammable liquid as a fuel must be stored in utility storage shed.
All gas cans and flammable containers must be stored inside utility storage sheds at all times. The only
items that are permitted to be stored around the home site are trash cans (which are kept in the back of
the home or shed), grills, lawn furniture, and bicycles. Garbage cans can only be set by road on
Tuesdays.
Tires are not to be used as sand boxes. During the winter season all toys and yard items are to be stored in
the home or shed. All items found on empty lots will be removed by the Management Company.
Lessees who do not comply with clean up warnings will be given a 5-day eviction notice. The Park will enter
the homesite and will charge accordingly for doing so. Lessees who insist on keeping a messy homesite,
deteriorating manufactured homes, and sheds, will be given eviction notice. On October 15th of every year
all outside materials such as rakes, flowerpots, hoses, toys, etc. must be stored inside the home and /or
shed.
10. MOVING OUT: When leaving the manufactured home park, proper notice must be given to the
Management Company. The manufactured home lot must be completely cleaned off on the day the
manufactured home leaves the community. If the Management Company must enter the manufactured
home site to clean off site, there is a minimum fee of $50.00 charged to the person who is responsible
for the manufactured home.
11. VEHICLES: The Lessee and/or his/her guests shall drive in and out of the community in a careful and
prudent manner. The speed limit on the premises is followed at all times. Traffic control signs shall be
obeyed.
With the renting of the community site, Lessee shall have the privilege of parking two vehicles only, which
shall be parked in the garage area only. Absolutely no parking or driving on any lawns for any reason. No
overnight parking in the streets. Guests may park in the individual driveway overnight after prior approval
has been given from the Lessor. If there is not sufficient room for guest parking on the Lessee’s driveway
for said guests, Lessees may request permission to park in the street at least 48 hours in advance of
requested street parking. Additional vehicles, boats, vacation homes, etc. cannot be parked or stored in the
Tenable Park unless there is sufficient room in the Lessee’s garage while at the same time parking all
Lessee’s licensed vehicles in said garage. No exterior alterations to the garage will be allowed to
accommodate additional vehicles. Lessee will have to find space for the parking of extra vehicles off of the
premises of the community.
Semi-tractor cabs with or without trailers are not to be driven on park streets at any time. Lessees who
drive semi-tractors must park these vehicles outside of the park. No commercial vehicles or equipment is to
be brought into the park at any time except for the installation/removal of a manufactured home or for the
purpose of making a delivery. Off-road vehicles are not permitted to be stored or driven in the park at any
time. This includes three wheelers, four wheelers, dirt bikes and minibikes. Snow mobile must be stored on
trailers and tarped at all times and never operated on park property. If you have a recreation vehicle (boat
or camper), it should be kept on the parking pad. No vehicles of any kind are to be placed on the patio or
yard. This includes motorcycles. No vehicles can be used for storage of personal items or junk.
There is no working on vehicles in the park. Vehicles which leak or drop any material or fluid including but
not limited to grease, oil, gasoline, diesel fluid, brake fluid, antifreeze, etc. must be removed from the park
until repaired. VEHICLES SHOULD NEVER BE ON RAMPS, JACKS, OR CONCRETE BLOCKS. THIS IS
HIGHLY DANGEROUS AND THE MANAGEMENT COMPANY WILL TAKE ACTION TO REMOVE THE
VEHICLES IMMEDIATELY. Flat tires should be repaired immediately. Oil changes must be done outside of
the park. Persons changing oil in the park and throwing oil or fuel filters on park property will be evicted
from the park and pay for destroying the park property. Lessee storing engine fluids or dumping oil and
other vehicle fluids on park property will be served eviction, fined $100.00 and pay for clean-up costs.
Vehicles with loud exhaust should be repaired immediately. All vehicles must be equipped with a standard
exhaust system. Any exhaust systems that are purposely used to enhance normal engine noises are not
permitted (such as pipes, glass packs, etc.) Inoperable vehicles, junk cars, or junk motorcycles cannot be
parked or stored on park property or Lessee’s home site. Any Lessee storing or parking a junk vehicle or
unlicensed vehicle will be fined $25.00 and given 3 days to remove the vehicle. This fine will be enforced
with the lot rent.
Vehicle sound systems are to be maintained at a lot sound level at all times. This also includes motorcycle
sound systems. Please be considerate of residents while driving in and out of the park or while parked in
the park.
All vehicles shall be operated in a manner which is in compliance with any and all laws governing the
operation of motor vehicles in the State of Wisconsin.
12. SITE STORAGE: Motorized recreation vehicles such as motor homes and motorcycles are not allowed
to be parked on the lot or patio. They must be parked on parking pad. Snowplows are only to be stored
on parking pads during winter and removed from the park in spring. Ice fishing shacks are not
permitted in the park at any time. Site storage is strictly regulated by the Management Company. Other
such regulations or requirements may be set from time to time as in the judgement of the Management
Company it is necessary to make the park safer and more attractive and agreeable to the residents.
13. SHED: The park allows only one shed per lot. Any shed being moved into the park or built must be
approved by the Management Company. The shed must fit onto the lessee’s lot and be moveable.
Shed size may vary with lot. The largest shed permitted for construction in the lot is 10 X 12. Metal
sheds are permitted. Wooden sheds must be sided with painted aluminum house siding, vinyl house
siding, or wood house siding. CHIPBOARD OR BLANDEX IS NOT PERMITTED ON THE EXTERIOR.
Sheds must be painted to match homes. Wooden sheds must have shingled roofs, finished eaves and
trim boards. Please refer to REPAIR AND CONSTRUCTION before constructing your shed.
14. ADDITIONS: ADDITIONS, TEMPORARY ENTRY WAYS OR ADD-ONS TO HOME OR SHED ARE
NOT PERMITTED.
15. PORCHES: We permit the construction of three season porches that are constructed on the front door
side of the home. Lessee must check with the City Building Inspector for any building permits and
comply with all building codes. Porches must be skirted and have vinyl or wood house siding. Roofs
must be shingled with finished eaves and trim boards. Windows must be combination screen and storm
windows. Doors must be metal screen doors with storm windows. Siding should match the house color.
Three season porches cannot be used for storage of any kind. They are to be used for seasonal living
space. Please refer to section REPAIR AND CONSTRUCTION before constructing your three-season
porch.
16. REPAIR AND CONSTRUCTION: Manufactured home exteriors and sheds should be kept neat and
repaired. Any Lessee who would like to put up a shed, deck, fencing, or skirting must receive
permission from the Management Company. ALL CONSTRUCTION MUST BE APPROVED BY THE
MANAGEMENT COMPANY AND BE COMPLETED IN THIRTY DAYS. Plans must be brought to the
Management Company showing size, construction materials, and placement on lot. In the event
construction plans are not approved by the manager the final construction may be disapproved and
Lessee will be required to remove the construction. If Lessee cannot afford or cannot comply to the
thirty days, Lessee should not ask permission for construction from Management Company. All
structures must be sided with house siding which is aluminum, vinyl, or wood.
17. WINDOWS AND DOORS: Windows cannot be broken, cracked, or missing. Blankets or sheets cannot
be hung in windows. Plastic cannot be placed over windows on the outside of manufactured homes.
Insulation or cardboard cannot be placed in windows or doors. Manufactured homes should have
proper storm windows or inside plastic kits. All winterizing of windows must be done from inside of the
manufactured home. All manufactured home doors and screen doors should be in good condition.
Missing screen doors are to be replaced immediately. Screen doors must have closures and latches.
All missing screen doors and windows must be replaced.
18. SKIRTING: The Park allows only Block or vinyl skirting kits which include top and bottom tracks.
Skirting panels must fit securely in the top and bottom tracking. Lessee’s home with deteriorating or
missing skirting will be required to replace skirting. Skirting that is loose or caving must be put securely
back into place.
19. FENCING: Fencing must be approved by the Management Company. Wire fencing of any kind is not
permitted, and fencing in the front yard for children's play area is not permitted. Decorative wood or
chain link fencing are the only types of fencing allowed in the front yard. Privacy fencing is allowed but
only in the backyard. Fencing must be painted or stained. All fencing must be placed four feet from the
roadway. The Park will not be responsible for fencing damaged by snowplows.
20. DECKS AND STEPS: Lessee must have permanent steps approved by Lessor. Minimum
requirements are as follows: Treated lumber for all construction; handrail and top rail size 1-1⁄4" X 6”;
vertical spacing 12” on center using 2” dowels; flooring 1-1⁄4" X 6”; joist 2’ on center; steps 3’ wide, 10”
depth with 8” rise. Deck support posts must be placed in concrete deck pads. Any varying from these
requirements must be approved by the Management Company. Concrete blocks, metal or junk steps
are not permissible at any entrance into home or addition. All decks and steps must be painted or
stained one year after construction. Clear sealers or preservatives are not considered stain and should
not be used.
21. ALTERING PREMISE: The Management Company must approve any changes to the exterior of the
home or the property in advance. The form and fees must be received no less than 14 days to the
Management Company. Any approved alterations must be completed in a timely manner as
determined by the Management Company. An application form must be submitted along with a drawing
of the proposed changes, a detailed list of materials, and a $40.00 non-refundable processing fee. The
following items require written approval to include these but are not limited to:
(a) Digging of post holes or any holes and driving of stakes.
(b) Planting of any tree, shrub or flowers including the rocked landscape area.
(c) Attachments to the home including but not limited to hose reels, trellises, and exterior home
decorations (Holiday decorations are exempt from November 25th through January 10th,
Halloween decorations from October 5th through November 5th, fall decorations from November
5th to December 1st, Easter decorations 3 weeks prior to Easter and 1 week after Easter and other
holidays that may be approved.)
(d) Displaying any item(s) in the grass area.
(e) Painting or changing the color of the exterior of the home and/or garage.
(f) Birdfeeders.
(g) Items hanging from your tree.
(h) No artificial plants are permitted.
(i) Any change in structure to the outside of the home itself or patio area, front porch or garage needs
to be approved by Management Company prior to any changes being made. You can email or call
office to request an Alter Premise form.
(j) Color choices of paint, stain, siding, and shingles must be approved by our office prior to any
changes being made.
(k) All homes, exterior doors, steps, front porch, patio, and concrete and other outside area need to be
in good repair, free of fading, flaking paint or stain and free of mildew.
(l) If your home has an irrigation system, it is the homeowner’s responsibility to have maintenance,
spring start up and fell blow out taken care of.
(m) Decorative hardware or decal stickers are not allowed on the overhead door.
(n) Backup generators are not allowed due to the closeness of each home, the noise and exhaust of
the generator.
(o) Front porch decor should not be over 3 feet.
No painting upon, attachment to, or exhibit in or about the premises or vehicles in Tenables Park any sign
or place card. The following are noted exceptions; A. Political signs within 30 days of an election of which
must be removed within 10 days after said election. B. The annual, pre-approved, Tenable Park community
wide rummage sale. All signs must be pre-approved. C. A pre-approved professionally constructed “Model
Home” sign designed to match the current signage these of the community with an attached information
box may only be displayed for new, untitled manufactured homes. D. Pre-approved, professionally
constructed signs for the purpose of marketing an open house not to exceed two hours per day up to two
days per week, may be displayed during the hours of the open house. The sign may only have the words
“Open House” and display an arrow under these words.
22. PETS: Existing inside pets acquired prior to Lessee moving into Tenable Homes are allowed only under
the following circumstances;
(a) Tenant shall not keep in or about the Site any pet unless specifically approved in writing by
Landlord and registered with the Community management. Landlord will administer this paragraph
in conformance with Tenant’s rights under the Americans with Disabilities Act, Fair Housing Act,
and Wisconsin’s Open Housing Law. See Animal Agreement
(b) Dogs and cats must be leashed any time they are not inside of the home. A person must always
hold the leash and carry a plastic bag for disposal of pet defecation. Pets are not allowed to be in
the grassy area entrance to the park. In addition, pets are not allowed on your neighbor’s lawn.
When walking your pet it must remain in the street. Under no circumstances may an animal be tied
up and/or left unattended outside. No dog houses. Pet defecation is not permitted on any grassy
area except for your backyard, which needs to be picked up immediately. Any damage to the yard
must be fixed immediately. Dogs are not allowed to bark uncontrollably as determined at the sole
discretion of Lessor.
(c) Cats and dogs must be spayed/neutered, vaccinated and licensed with the City/County.
(d) A maximum of 1 dog or two cats per household. Tenables Homes reserves the right to change and
amend the pet policy at its sole discretion. If, and only if, this pet policy was to change, existing
approved pet circumstances would be considered as a legal non-conforming use.
(e) Birds, parakeets, canaries, and goldfish are permitted and must be properly housed and abide by
the same noise regulations as cats and dogs.
(f) No pets can be replaced without prior approval.
23. CONTRACTED SERVICES: Any person or organization hired for a fee must be licensed and insured
with a minimum of a million dollars in liability insurance. In addition, contrators must provide proof of
workman’s compensation insurance to Tenables Homes. No work will be allowed to proceed without
documentation of these coverages to Tenable Homes. Examples of contracted services include but are
not limited to plumbers, electricians, HVAC, general construction or general contractors, lawn care or
snow removal.
24. MISCELLANEOUS: No discharge of firearms, bow and arrow, etc. will be permitted in the community.
No business, peddling or soliciting is allowed without prior written approval by Lessor.
